Summary of Terms and Conditions for Hire:
Who can hire Beacon Hall: The named Hirer must be over 18 and is responsible for the behaviour, safety and supervision of everyone attending the event. Children and young people must be properly supervised, including when using toilet facilities. The Hirer must make sure enough time is booked for setting up, clearing away and cleaning.
Use of the hall: Smoking and vaping are not permitted on Parish Council property. Smoke machines are not allowed. Entertainment such as bands, discos, entertainers, games equipment and bouncy castles may be used, but the Hirer remains responsible for safety, insurance and compliance with the terms. Banners, messages and notices may only be fixed using removable fixings that do not damage walls or paintwork.
Cleaning, waste and recycling: Beacon Hall must be left clean, tidy and ready for the next hirer. All rubbish, recycling and food waste must be separated correctly and placed in the correct containers, or removed from site where required. Venue bins must be emptied as required and left with a clean bin liner fitted. Spare liners should be found at the bottom of the bin. Food waste must be placed in the appropriate outside bin and must not be left inside the hall. If waste or recycling is not separated correctly, the Hirer will be sent a demand for £110, plus any additional cleaning, disposal, contamination, enforcement or administration costs incurred by the Council.
Health, safety and security: The Hirer must know and follow the fire safety procedure, keep fire exits clear, make sure the hall is not left open or unattended, and ensure all doors and windows are securely closed and locked at the end of the hire. The maximum capacity is 120 people, including guests, staff and entertainers. Accidents must be recorded in the accident book and significant injuries reported to the Clerk.
Noise and neighbours: Guests must behave appropriately when outside or leaving the venue. Noise must be kept to a reasonable level, especially when doors or windows are open. The Council may remove equipment or end an event without reimbursement if this is considered necessary.
Payment, damage and cancellation: Full payment is required 90 days before the hire date. If the booking is made more than 90 days in advance, a £48 holding fee is required, with the balance due no later than 90 days before the hire date. Payments should be made by bank transfer unless an alternative is agreed with the Parish Office. The Hirer is liable for damage, theft, loss, cleaning costs, loss of income and relevant claims arising from the hire. Cancellations made more than two calendar months before the event receive a full refund. Later cancellations are refunded only if the hall is re-let, and only up to the value of the replacement booking.
Licensing and alcohol: Beacon Hall is subject to licensing restrictions. Hirers must comply with the permitted opening, bar closure, music and dancing times. A Temporary Event Notice may be required where alcohol is sold or where an event falls outside permitted arrangements. The designated person named on the booking form and any Temporary Event Notice is responsible for alcohol sales and compliance. Alcohol must not be sold to anyone under 18, or to anyone who is drunk, and disorderly conduct may result in the person being asked to leave or the police being called.
